i looking set irc client on computer functionality give feedback on message receipt. connection unreliable connection ideally, channel provide feedback user until message received recipient in similar fashion google hang outs does. in add-on interface needs able run linux command line. looking suggestions on potential irc clients/methods of setting such chat connection.

irc (as protocol) not back upwards delivery receipts messages.

if building application on top of irc (aka using irc transport protocol), it's possible re-implement through special markup in messages (this msn messenger used, called ircx), not sit down pure-irc users of network.
