what needing create animated gif. if have photoshop, can via these methods:

method 1 - utilize existing bluish graphic

open bluish cs3zs.gif image in photoshop in layers panel, add together adjustment layer above other layers (select top layer, in adjustments panel select hue icon) change hue +160 (or whatever like) file > save web > select gif

method 2 - add together glow animation reddish graphic

open reddish tdnmm.jpg image in photoshop layers panel > right-click background layer > layer background select black background on stage , delete - give transparent background then create layer new "glow" effect in timeline window utilize frame-base animation mode create 1 frame glow layer visible , 1 frame hidden , 3rd frame glow visible again now select first 2 frames , animation options panel, select "tween frames" , utilize 3 frames. same frames 2 & 3. select animation duration forever save web gif
