android - set install location doesn't work -

i'm trying alter default install location of android device sd cad, because internal memory of device isn't enough, , when i go apps info never see alternative move app sd card..so downloaded adt bundle, updated device drivers, , tried command

adb devices

my device showed successfully, after did

adb shell pm set-install-location 2

the command executed , after that, sure worked did the

adb shell pm get-install-location

and showed me install location external(2), guess did steps right, when go install app still message there not plenty memory on internal device...whats problem because pissed me off...
